Update config.guess to treat cygwin 1.7 as new system name

That is generally my preference, too.  People get all hung up on
version numbers.

Solaris.

I think I agree with you, Chris.  I don't think the version number
should be appended if at all possible.  It discourages people from
writing proper feature tests.
