Speclib problems

Have the speclib problems been fixed as of cygwin 1.7.0-46?  I'm trying 
to build texlive 2009, and it's failing as follows:

I don't know anything about import libraries, but I wonder if these 
errors are caused by the speclib problems that have been discussed in 
recent weeks.
