Bromly or not, note that I successfully downloaded via the redhat choice
give in the setup wizard. There's no need to think about Bromly. Here's
are the last few lines of the log from the redhat download:

...
C:\Downloads_Programs\cygwin/http%3a%2f%2fsources-redhat.mirror.redwire.net%2fcygwin%2f/release/zlib/zlib0/zlib0-1.2.3-3.tar.bz2
2009/04/21 00:26:19 Downloaded
C:\Downloads_Programs\cygwin/http%3a%2f%2fsources-redhat.mirror.redwire.net%2fcygwin%2f/release/_update-info-dir/_update-info-dir-00815-1.tar.bz2
2009/04/21 00:27:19 note: Download Complete
2009/04/21 00:27:19 Ending cygwin install

The install ended, but am I installed to execute Cygwin? I see nothing
on the Start->Run Programs menu about Cygwin, and nothing on the desktop.

 From the top few lines:
2009/04/20 20:59:06 Starting cygwin install, version 2.573.2.3
2009/04/20 20:59:06 io_stream_cygfile: fopen(/etc/setup/last-action)
failed 2 No such file or directory
2009/04/20 20:59:06 io_stream_cygfile: fopen(/etc/setup/last-mirror)
failed 2 No such file or directory
2009/04/20 20:59:06 io_stream_cygfile: fopen(/etc/setup/last-connection)
failed 2 No such file or directory
2009/04/20 20:59:06 io_stream_cygfile: fopen(/etc/setup/last-cache)
failed 2 No such file or directory
...

What next?
>> Well, I tried something like a bromly site and it died during the download.
