[ADMINISTRIVIA] cygwin mailing lists outage today

Due to an unexpected side-effect of the qmail system that we use on
sourceware, email to the cygwin lists was being rejected due to
cygwin-related changes that I was making on sourceware.

If this message makes it through, then the problem has been corrected.
