rights against a file not being shown properly

If ls can't successfully stat a file, it shows it with no permissions -
this includes when a file is locked by another process.  What do 'stat
file' and 'getfacl file' show on those problematic files?  And which file
is problematic - perhaps it is a known file typically locked by Windows.
