How to access a cygwin folder mounted with 'managed' option?

Since it is known that how managed mounts treat special characters and
uppercases,  EmacsW32 may provide an interface with which users can use
unix-type filenames in certain cygwin folders.

Cygwin emacs needs X, which I do not want to run.
