  Maybe your script doesn't like windows-style filenames.  Cygwin provides
posix-style paths using the /cygdrive/<driveletter> prefix.  Try

FindDataRights.dat /cygdrive/c/filename 


to get started.  (Then read the rest of the user guide!)
