One more e-mail.  I found out that my users by default do not have the 
ability to log in interactively.  Also looking in my local policy editor I 
see that the SSHD_Server user had been added to the
"Deny logon through terminal Services" policy.
These sounds like the same problems that most people have had with 2003.
