installing cygwin: setup.exe error (0xc000007b)

 downloaded setup.exe from http://cygwin.com.  Downloaded and ran
setup.exe with anti-virus software disabled as per FAQ.  I receive the
following error message immediately after executing setup.exe (The
application failed to initialize properly (0xc000007b). Click on OK to
terminate the application).   This is a new corporate dell laptop with
Windows XP and the latest updates from windows update as of today.
Bellow is the information provided by Windows through the eventvwr.  I
am using an account that is in the local administrators group and have
also tried to install while logged in as the local administrator.
