Tcl/tk doesn't seem to append .exe to symlinks in Cygwin

Has anyone had a chance to look at this yet?

Unfortunately I don't really have the time to dig my way through the
insight code at the moment looking for a fix, so even some pointers that
would speed up my search would be helpful.
