Does 'ar' work with native MS Windows libs?

Why is that?  If 'LIB.EXE' will work with either and 'ar' as a Cygwin
app prefers '/', why would working with a .lib produced by 'LIB.EXE'
containing '\' separators make 'ar' work better?
