 From your cygcheck.out:

Warning: There are multiple cygwin1.dlls on your path

Get rid of the one in 'c:\Tools\Foundstone\'.  This is most
likely your problem.

Get rid of "ntea" in your CYGWIN environment variable.  You don't
need it and it could get in your way.
