Problem with rebaseall

This is the same issue as
<http://cygwin.com/ml/cygwin/2006-07/msg00085.html>, wherein a change in
behavior of '/proc/pid/exename' caused the rebaseall script to stop
functioning.  You can just make the indicated edit until the rebase
package is updated.
