[ANNOUNCEMENT] Updated: cygwin-1.5.19-2

After upgrading to 1.5.19-2 sshd will not start. In the event viewer log  I 
see the message: type error event 7022:
the CYGWIN sshd service hung on starting
doing ps -a  I see 2 instances of  cygrunsrv one for cron that started and 
sshd service missing.
