Updated cygwin dlls cause unnecessary reboot on NT

Your inexplicable anger aside, patches to setup.exe are accepted all of
the time, as Igor can attest to.  setup.exe != cygwin1.dll.  Different
people support that program.  Igor has added lots of functionality to
setup.exe by submitting patches.
