cygwin 1.5.22 - cpan core dumping on initial

Hello all,

I'm having problems getting CPAN to work on my recent install of Cygwin.  Perl
is running fine elsewise, and I have had CPAN running before.

This is a fairly fresh install of Cygwin (less than 2 months old).

$ cpan -v
