Umlauts not working

More that I've found.

I updated the older version of Bash to the newer version. It still
works, so the problem isn't due to some change in Bash.

I've copied the .bashrc & .inputrc from the working system to the
other one. That has has no visible effect.

Again I ask: What might I have ballsed up?
