building a cross compiler for linux

I think I wrote the question wrong. I want to build Linux->Cygwin
cross compiler that runs on Linux.

I use --target=i686-pc-cygwin --host=i686-pc-linux as output files
should be made for cygwin and host machine is a Linux machine.
