Bug: Setup tool doesn't respect managed mountpoints/filesystems

setup.exe itself is not a Cygwin program (does not use cygwin1.dll) and
has no idea what a managed mount is.  You will have to limit use of
managed mounts to paths that setup does not use, until such time as
somebody contributes a patch that reimplements the name mangling code in
setup.
