xwin is installed at /usr/X11R6/bin/xwin (on Windows explorer that is something
like C:\cygwin\usr\X11R6\...), my guess is that you did not installed X11.

Install X11, is at the bottom of the list on Cygwin's setup.exe; actually you
don't need all X11, just choose the base packages and any other that your
application may depend on.
