testers needed prior to 1.5.19 release

Snapshot date 2005-09-14:

- Cannot start cygserver as service
- Cannot start syslogd as service

I tried with -inst tarball as well as just replacing cygwin1.dll, same
result.

Other than this all works fine, also running cygserver from command line
is working.
