[ANNOUNCEMENT] Updated: file-4.16-1

I've updated the version of file to 4.16-1.

This version is an update to the official version 4.16, mainly improved
magic value recognition and bug fixes.

The necessary Cygwin specific patches are now included upstream so this
version is entirely build from the vanilla sources.


To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
