setsid() does not call FreeConsole() even if all files are closed

I'm uploading a snapshot which should fix the problem when CYGWIN=notty.
The console will stay attached when CYGWIN=tty, however, and I can't convince
myself that this is good behavior.  I'll look at that more tomorrow.
