New rebaseall works with oct files

Jason,

Installed new rebase package; ran "rebaseall -s oct -v" from an ash prompt;
worked like a charm.  Rebased all installed .oct files.

This could solve a potentially big problem for octave on cygwin.  Thanks for
the good work.
