Problem installing cygwin - no PATH, mounts, /etc/passwd ...

Hi,
I'm having problems installing cygwin onto my PC. This is not the
first time I've installed cygwin on this machine, but I wanted to do
a clean install, so I deleted my C:\Cygwin directory, removed the
icons, and deleted the registry entries, as suggested in the FAQ.
I then downloaded the full install package set to a local directory,
using setup.exe, and did an install from the local directory.
I ran setup, said "Install from local directory", selected All
Users/Unix mounts, took the default packages and added
X-start-menu-icons (and the dependencies this added) and set it
going.
Once the install was complete, I started the bash shell. I got no
message about running mkpasswd, or about my .profile file, or
anything - just a prompt.
However, none of the Cygwin directories were in my $PATH, my CWD was
/usr/bin, no mounts were set up, and generally things weren't working
right.
Checking the mailing lists, I found message
http://sourceware.org/ml/cygwin/2005-04/msg00987.html which describes
symptoms just like mine. I checked, and I had installed base-passwd.
I also ran mkpasswd -l -c >/etc/passwd and mkgroup -l -c >/etc/group,
but that made no difference that I could see.
I have tried an install on my home PC, and this seems to work fine.
However, on the PC with the problems, I am logged on as a domain user
(with local administrator privileges) and HOMEDRIVE is set to O: (a
network drive). I can't easily change these things (I don't have
access to the local admin account), unfortunately.
I attach the output of cygcheck -s -v -r - I hope I got the right
format.
I apologise if I've missed an explanation of my issue somewhere - I
didn't have a lot of luck searching the mailing list (beyond the
message quoted above), probably because I wasn't sure what search
terms would help :-(
