cygcheck -l or -c broken in snapshots

My bad.  I installed a new build system without adding bfd and intl to
build dumper.

>    /usr/include/sys/statvfs.h
>    /usr/include/sys/string.h
>    /usr/include/utmpx.h

These are all new files in the Cygwin package.
