tar broken on 1.5.18 and newer

Since 1.5.18, tar failes to work if called from windows shell.

D:\>tar
       4 [main] tar 412 handle_exceptions: Exception: STATUS_ACCESS_VIOLATION
    8977 [main] tar 412 open_stackdumpfile: Dumping stack trace to 
tar.exe.stackdump

This happens only if there is another Cygwin program running. However, if I 
turn off *all* Cygwin apps, tar will work fine.

Reproduced on 1.5.18 and 1.5.19 snapshots (including 20050808). Works fine 
on 1.5.17. Works fine in Cygwin shells. Works fine if cmd is called from bash.

cygcheck output, strace of `tar' and stackdump attached.
