[BUG REPORT] setup.exe hangs when disk full

FYI: I was installing cygwin with setup.exe to a
machine that had 200 MB disk space. During
installation the disk space ran out and setup.exe went
crazy: installation progress halted, setup.exe was
eating 99% of CPU and its memory usage was growing at
rate of 1MB/sec!
