On Linux as well as on Cygwin:
$ cat > x.c << EOF
#include <sys/socket.h>
struct sockaddr_in si;
EOF
$ gcc -c x.c
x.c:2: error: storage size of `si' isn't known
$ cat > x.c << EOF
#include <netinet/in.h>
struct sockaddr_in si;
EOF
$ gcc -c x.c
$
