apache fails to start when not connected to net

Depending on your Windows version, your /etc/hosts should be a link to
either C:\WINDOWS\hosts or %SYSTEMROOT%\system32\drivers\etc\hosts.  Edit
it and make sure that it contains "localhost".  E.g., my /etc/hosts
contains:

127.0.0.1       localhost

This should allow a gethostbyname("localhost") without network access.
If this doesn't work, please review the Cygwin problem reporting
guidelines at <http://cygwin.com/problems.html> and provide all the
requested information.
