openssl and openssh are downloaded but not installed

Maybe the files were not donwloaded completely, is it possible to
extract them from the command line (tar xjf filename.tar.bz2)?

1. Not more than you need to do to get them downloaded (i.e. select them
in the chooser of setup.exe).
2. Yes, if you have selected to install them in the setup.exe listing,
but this happens not automatically (well, openssl is selected
automatically when you select openssh which requires openssl).
