If you're looking for a specific program, first try searching the Cygwin
packages at <>.  For programs with short names
(like "top") it's usually a good idea to prepend "bin/", and limit the
suffixes, e.g., search for "bin/top(.exe| |$)" (the search page supports
arbitrary Perl regular expressions).

The next step is Google: <>.
