Apologies. I sent off the message without answering the second part of
this question. The answer is simple: stale mirrors. Just do a web search
for "cygwin-1.5.5-1.tar.bz2", and use the resulting mirrors (Google lists
quite a few on the first page of hits, some may have been updated since)
to install the older versions of stuff.
