Sounds weird perhaps but... what if you change this line in .procmailrc:

  PATH=/bin

to

  PATH=/bin:/cygdrive/c/WINDOWS/system32:/cygdrive/c/WINDOWS

given that C:\WINDOWS is the installation path of your Windows.
