Hmm, I would have guessed the CYGWIN-PATCHES directory in the Cygwin gcc
source package, but looking at the package contents there doesn't seem to
be one...  Oh, well, you could always get the Cygwin source and the trunk
gcc source and use "diff -pur". :-D  Or ask CGF really nicely...  Better
yet, offer to maintain gcc -- you'll have those patches in no time. ;-)
