pthread_condition signal & priorities

There is a pending patch to cygwin from me regarding pthread conds.
You may wait until the patch gets accepted (hopefully) or get it from 
the cygwin-patches mailing list and see if it fixes your problem (You 
have to apply the mutex_nomal patch too).
