Given that you didn't actually send any "I am not a spammer mail" to
cygwin.com, characterising the problem as "the maillist won't accept"
it seems like an exaggeration.  I can see that you sent the mail,
and received a bounce. There is no indication that you tried to
unblock yourself.

In any event, just *subscribe to the mailing list* if you want to
avoid the blocker.
