Query regarding application error..

Hai,
   I am getting following application error when I try to run the exe from
Cygwin.

"The application failed to initialize properly()x0000005).Click on Ok to
terminate the application."

Is it something to do with cygwin dll.
Please let me know soon. Also the dll site I need to download if so.
