libpcap cygwin....

i want to install libpcap in cygwin
i have this problems.... 


loading cache ./config.cache

checking for u_int32_t using gcc... yes
checking how to run the C preprocessor... gcc -E
checking for sys/ioccom.h... no
checking for sys/sockio.h... no
checking for ifaddrs.h... no
checking for limits.h... yes
checking for netinet/if_ether.h... no
checking for ANSI ioctl definitions... no 

and after nothing.......
if i copy this files from linux will be problems?(i'll change definitions)
i download winpack source but i dont see a makefile
what i can do about???
