Snapshot versioning (pure curiosity)

Hi all,

I just downloaded the latest Cygwin DLL snapshot to get rid of a problem 
discussed on this list earlier (and immediatly fixed - the title mutex 
thing) and noticed the version was bumped to 1.3.20 (without a 1.3.19 having
been released AFAICT) so my curiosity got the better of me and I decided to
ask: "Any reason?"
