[ANNOUNCEMENT] Updated sysvinit package available for download

Updated sysvinit-2.84-3 package available for download.

What's new:
- added /bin/pidof (symlink to /sbin/killall5)

To install/upgrade the package, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.  You'll find
sysvinit listed in the "System" category.
