cygwin-link-mode for emacs

Just found this, posted by Edward O'Connor <oconnor@soe.ucsd.edu> on
gnu.emacs.sources.  It's a nice little hack.  He posted it or NTemacs
but it works fine in the native XEmacs too. (which I still use because
it's faster than the Cygwin XEmacs.)
