ssh doesn't like $HOME

hello
i'm using ssh under windows2000.
i'm testing little scripts which use ssh.

to generate ssh keys for testing, i have change my HOME in win$$ to 
$HOME=test_directory

but when i use ssh, it use the keys in the old HOME directory, not in 
the current
why??
does it use the HOME variable???
