bug introduced in cygwin 1.3.13-2

hmmm ...

i tried http://cygwin.com/snapshots/cygwin1-20021016.dll.bz2
and copied the dll over to one in c:\cygwin\bin

nothing new - the bug still exists.

is it easy to compile a new one from the cvs-sources?
