Emacs spin-loop in X -- fixed with cygwin1-20021114.dll snapshot

Thanks so much Chris!  This seems to have done the trick.

I've been banging on /usr/bin/emacs in X11 with the 20021114 snapshot
and I have not been able to lock it up.  I will keep trying (I've been
fooled before) but it looks rock solid.
