Thanks for the replies.

I still don't get it, but after changing the group ownership of
the source or target directory on the cygwin machine from "None" to
"Administrators" and giving group rw permission I can now put and get
files when using ftp from various unix machines.  The transferred
file permissions look like rw-r-----.
