GCC 3.0.X and Cygwin

Is there a reason why base Cygwin still uses 2.95.3 of
gcc, other than you have about 50 x 10^9 other
more important things to do than deal with the
3 series. Is it somehow a poor match or messes
things up for Cygwin?
