run dhcpd server from inetd

The appropriate bootps entry in the Systems services file is missing.
The services file is

  ${SYSTEMROOT}/system32/drivers/etc/services

on NT/2K/XP and

  ${windir}/SERVICES

on 9x/Me.

Same problem when trying to start sshd from inetd.  Look into
/usr/doc/Cygwin/openssh-*.README.
