crontab -e problem

Well, change log for cygwin-inst-20020625.tar.bz2 shows "chown" changes.  I've applied it (bit the bullet) and it's seemed to fix the problem.

   * syscalls.cc (chown): Convert uid to 32 bit.
   (lchown): Ditto.
   (fchown): Ditto.
