simultaneous windows and cygwin telnet service

Windows has no inetd.conf so that's in /etc and it's only
maintained by the inetutils package and then by you.

The Windows services file is modified when running ssh-host-config,
adding

  ssh 22/tcp
  ssh 22/udp

as needed.
